adb 连接不上-安卓

我用usb将主板连接Windows 10 PC 准备安装apk，勾选了usb debug，但是总连不上。 具体：
C:\Users\junew>adb devices
List of devices attached

C:\Users\junew>adb tcpip 5555
* daemon not running; starting now at tcp:5037
* daemon started successfully
error: no devices/emulators found


C:\Users\junew>adb usb
error: no devices/emulators found


C:\Users\junew>adb connect 192.168.0.19:5555
unable to connect to 192.168.0.19:5555: cannot connect to 192.168.0.19:5555: No connection could be made because the target machine actively refused it. (10061)

我在pc上要安装RK3399的驱动？哪个驱动？主板上开机后没有sd card. 我是不是应该把sd card装上之后再adb？

我在win10的电脑上安装 了驱动，为什么还是找不到链接的设备呢，我用的是M4
